By raising the donation levels to a certain reasonable degree as soon as it’s possible to donate (level 2 for solm/Firene, 3 for Brodia, 2 for Elusia immediately and 4 before chapter 18, and then either raise solm/Firene to 3 before endgame), you maximize the metals you receive and are able to forge weaponry considerably more than if you had only used dogs from the beginning of the game (which I did too). This surprised me because they actually seem very worthwhile simply due to the fact that they increase the amount of ingots you get after every battle.
